Texas Hold’em poker is by far the easiest game to bluff.
Each player only has two hole cards so the odds of them catching a solid hand off of the flop are pretty low so the standard bluff on the flop will give you the pot a decent percentage of the time. 
Most players will call these bets on a regular basis even if they do not have a pair or a draw.
Omaha poker is a bit harder to bluff because each player receives 4 hole cards and thus has many more possibilities. Players will usually call any bet if they have a draw for a strong straight or flush.
The best game to bluff is Texas Hold’em.
